888888's Name That Star Trek Character

For the sake of consistency, I'd like to be the only one posting questions in this thread. This will make it easier for me to organize on time. You guys will get three guesses before I give the right answer. If nobody answers the question within two days, I will post the answer and a new question.

I will post a picture of a character from anything Star Trek related, typically a screencap from a TV show or film. Your job is to identify the character in the given picture, not the actor. If you know the name of the actor, you are welcome to post that as well. Any rank information, such as "ensign" or "lieutenant commander" is also welcome.

It goes without saying that all imagery is property of its respective owners and is displayed here under fair use.

This quiz will start as fairly easy, but the thread will inevitably become more difficult as more obscure characters will have to be posted when the main cast is taken.

EDIT- 7/2010 As expected, characters are becoming more obscure and harder to name. Describing the episode and character is now also acceptable, since it's very hard to remember the name of a character that has appeared in only one episode.

BTW, Starfleet rank is appreciated, if you know it. :) Characters hold different ranks throughout a series, but sometimes it is evident from the uniform, surrounding context, or age of the actor.

Impressive gastograb. His name is spelled Gul Dukat, though. Spelling doesn't count as long as it's understandable. His rank is "Gul," a Cardassian version of something like captain, so you got the rank as well.
